A bill to expand the scope of judicial review of agency action so as to make Federal agencies more responsive to the will of the people and the intent of Congress.

Prohibits a court, when reviewing an agency action, from according any presumption in favor of or against the agency action in determining questions of law.

Directs a court, when determining whether an agency exceeded its statutory authority, to judge such authority on the basis of the language of the statute or other evidence of legislative intent.
