Transfers to the Secretary of Commerce all functions, rights, and responsibilities relating to the quarterly financial statistics report program currently vested in the Chairman of the Federal Trade Commission.
Directs the Secretary to publish in the Federal Register, within 180 days after enactment of this Act, a statement of the policy and practices of the Bureau of the Census in appointing temporary staff to perform confidential census work.
