Amends the Export Administration Act of 1979 to require the President to report to Congress on the reasons for imposing national security, foreign policy, or short supply export controls on any U.S. goods or technology. Terminates such controls if Congress, within 30 days of its receipt of the report, adopts a concurrent resolution disapproving the controls.
