Amends the International Security and Development Cooperation Act of 1981 to allow the President to make the second and succeeding certifications, which are required before the President can continue giving aid to El Salvador only the certifications include a determination by the President that El Salvador: (1) has made good faith efforts since the last such certification to investigate and prosecute those responsible for the murders of six U.S. citizens; and (2) has taken all reasonable steps to investigate the disappearance of journalist John Sullivan.
