A bill to require the Secretary of Commerce or his designee to study the feasibility of operating a computerized foreign language business and job referral service and to submit a report to the President and the Congress with respect to such a study.

Directs the Secretary of Commerce or the Secretary's designee to: (1) study the feasibility of operating a computerized referral service for jobseekers having, and employers requiring, foreign language capabilities; and (2) report on such study, with recommendations, to the President and the Congress within 12 months after appropriations are first made under this Act.
