Amends the Immigration and Nationality Act to require the privilege of representation by counsel (at no expense to the United States Government) for any alien who has been: (1) detained for further inquiry pending entry; (2) temporarily excluded; or (3) arrested before deportation.
Authorizes the Attorney General to withhold the deportation of any alien to any country in which the alien would be subject to persecution on account of race, religion, or political opinion.
