Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to permit an individual's wages or self- employment income to be taken into account for purposes of determining eligibility for title II benefits only if such individual shows that the wages or self-employment income were derived while he or she was a U.S. citizen or national or was admitted to the United States as a permanent resident and was legally able to work in the United States.
Prohibits the payment of monthly benefits unless, upon application for such benefits, the applicant is a U.S. citizen or national, is lawfully admitted for permanent or temporary residence in the United States, or is not in the United States illegally.
