A bill to amend title XVI of the Social Security Act to provide that eligibility for SSI benefits (and the amount of such benefits), in the case of disabled individuals who are mentally retarded and working in sheltered workshops and in other cases where disabled individuals' incomes are necessarily irregular or spasmodic because of the nature of the disabilities involved, shall be determined on the basis of annual rather than monthly income.

Amends title XVI (Supplemental Security Income) of the Social Security Act to provide that income for the following individuals shall be determined as though their income for a month is equal to his or her average monthly annual income (so as to take account of fluctuations due to disability): (1) individuals qualifying for SSI because of disability; and (2) individuals qualifying for SSI who are mentally retarded and who have only worked in sheltered workshops; or (3) the qualifying individual's income is irregular because of the natural of the disability.
