Arctic Penitentiary Act of 1982 - Requires the Attorney General to establish in the State of Alaska a correctional facility for Federal prisoners ineligible for parole. Names such facility the Arctic Penitentiary.
Lists Federal crimes such as those involving arson, murder, kidnapping and narcotics for which violators may be housed in the Arctic Penitentiary.
Enables the Attorney General, upon application of a State, to house in such facility certain State prisoners.
