Prohibits the purchase of domestic or imported grain and cotton at specified levels above or below parity prices. Exempts specified purchases.
Sets forth civil penalties for violations. Provides for judicial review of any such penalty in a U.S. district court.
Requires the Secretary of Agriculture to: (1) refuse to issue, or suspend, certain warehouse licenses of violators; and (2) implement a supply management program for domestic grain and cotton.
