Amends the Foreign Assistance Act of 1961 to require that no less than 40 percent of the funds available for development assistance in FY 1983 and 50 percent of such funds available in FY 1984 be used to directly benefit those living in absolute poverty. Specifies that research expenditures shall not constitute the major part of facilities, goods, and services provided with such funds.
