Amends the Omnibus Budget Reconciliation Act of 1981 to repeal the change made in the State trigger provisions of the Federal-State Extended Unemployment Act of 1970.
Amends the Federal-State Extended Unemployment Act of 1970 to provide that individuals filing claims for compensation (including regular, extended, additional, and supplemental compensation) shall be counted in the determination of the State insured unemployment rate.
