A bill to amend title 38 of the United States Code to clarify the time limitations for the completion by veterans of a program of education, and to include alcohol and drug dependence or abuse as medical conditions for purposes of determining the eligibility of veterans for readjustment and related benefits.

Requires the extension of the delimiting period for educational assistance to veterans for on-job training or for a course with an approved vocational objective unless the Administrator of Veterans' Affairs determines that the veteran is not in need of such a program to obtain a reasonably stable employment situation. Extends the availability of such assistance through December 31, 1984.

Extends the delimiting period for veterans prevented from initiating or completing a program of education because of an alcohol or drug dependence from which such veteran has recovered.
