Amends the Small Business Act to provide that a business concern requesting procurement assistance under such Act shall be considered a small business if: (1) it has received such assistance within the last 18-month period; (2) it is dependent upon such assistance for at least 40 percent of work force; and (3) without such assistance it is likely to suffer serious financial loss and dismiss at least 40 percent of its work force. Prohibits procurement assistance solely under this Act for a period longer than two years.
