Amends the Federal Boat Safety Act of 1971 to change the funding procedure for State recreational boating safety and facilities improvement programs from appropriations to contractual obligation.
Authorizes the Secretary of the department in which the Coast Guard is operating to enter into contracts with eligible States for Federal assistance for such programs.
