Amends the Federal criminal code to establish penalties for whoever kills or feloniously assaults a law enforcement officer or fireman engaged in official duties after: (1) traveling in interstate or foreign commerce with intent to kill or assault such person; or (2) using any facility of interstate or foreign commerce to effect such crime.
States that failure of State or local authorities to arrest the perpetrator of such an offense within 24 hours creates a rebuttable presumption that the commerce requirement has been met.
