Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to make support collection services available, at the option of a State, to the spouse (or former spouse): (1) with whom the absent parent's child is living (but only if a support obligation has been established with respect to such spouse); and (2) who is, otherwise, not eligible for such services. Permits an application fee to be charged for such services. Permits any costs in excess of the fee imposed to be collected: (1) from such individual by deducting such costs from the support recovered; or (2) from the parent who owes the support.
Makes technical amendments with respect to the above provisions and with respect to social services programs (title XX of the Act) and foster care programs (part E of title IV of the Act).
