A bill to amend title 38, United States Code, to clarify certain procedures with respect to the disposal of excess real property of the Veterans' Administration.

Requires the Administrator of Veterans' Affairs to determine that certain real property under his jurisdiction is not needed by the Veterans Administration to carry out its functions before it may be declared excess.
