Permits the Secretary of Agriculture to collect fees for services: (1) to exporters requesting phytosanitary certificates for plants and plant products; (2) to importers and exporters of animals (including poultry and birds), animal products, or materials; and (3) for cleaning and disinfecting means of conveyance.
Provides that such fees shall be deposited in the Treasury of the United States and used to pay costs incidental to these services.
