Postpones until October 1, 1983, the effective date of amendments to rule four (relating to service of process) of the Federal Rules of Civil Procedure, unless previously approved, disapproved, or modified by Act of Congress.
States that this Act shall be effective as of August 1, 1982, but shall not apply to service of process taking place between August 1, 1982, and enactment.
