A bill to amend the Older Americans Act of 1965 to provide for expanded counseling assistance for older persons.
Older Persons Comprehensive Counseling Assistance Act of 1982 - Amends the Older Americans Act of 1965 ("the Act") to add a new title VII (Comprehensive Counseling Assistance).
Authorizes appropriations for FY 1984 through 1988 for: (1) grants for State counseling assistance programs for older persons; (2) contracts for preservice training of professional counseling and support personnel; (3) inservice training of counselors; (4) demonstration and evaluation; and (5) counseling services information.
Directs the United States Commissioner on Aging to collect, analyze, and disseminate information related to counseling services for older persons.
Limits the contract authority of the Commissioner under this Act to such extent, or in such amounts, as are provided in appropriation Acts.
Requires each State desiring a grant under this Act to submit a comprehensive State plan for providing counseling assistance to the elderly, with such plan to conform to specified criteria.
Authorizes the Commissioner to make grants to States having such approved plans based on statewide needs and priorities. Permits the use of grants to fund specified activities, including counseling assistance outreach programs, preretirement counseling programs, career counseling assistance programs, referral services, advocacy activities, and counseling for families of sick and disabled senior citizens.
Sets forth requirements for State programs and for State training and retraining programs for counseling personnel. Directs the Commissioner to contract with postsecondary education institutions and area agencies on aging for the purpose of providing needed training and retraining of counseling personnel.
Directs the Commissioner to carry out a program of demonstration and evaluation for specified purposes, including: (1) identification of existing effective practices in counseling older persons; (2) identification of areas where further development is needed; and (3) development of model training programs for professional counselors. Lists possible demonstration and evaluaton projects.
