A bill to amend the Small Business Act to strengthen the role of the small, innovative firms in federally funded research and development, and to utilize Federal research and development as a base for technological innovation to meet agency needs and to contribute to the growth and strength of the Nation's economy.
Small Business Innovation Development Act of 1982 - Amends the Small Business Act to direct the Small Business Administration (SBA) to: (1) maintain an information program to provide small businesses an opportunity to participate in Federal small business innovation research (SBIR) programs; (2) coordinate a schedule for release of agency SBIR solicitations and prepare a master release schedule; (3) monitor SBIR programs within Federal agencies; and (4) report at least annually to the congressional Committees on Small Business on the SBIR programs.
Requires each Federal agency with an extramural research and development budget (total obligations minus amounts obligated for agency activities in or through Government-owned and Government-operated facilities) in excess of $100,000,000, and in excess of $10,000,000,000, for FY 1982 or any subsequent fiscal year to spend a specified percentage of its budget each fiscal year, beginning in FY 1983, in connection with an SBIR program. Requires each Federal agency with a research and development budget in excess of $20,000,000 for FY 1983 or any subsequent fiscal year to establish goals specifically for funding research and development agreements with small businesses. Directs each Federal agency with an SBIR program to report annually to the SBA the number of awards over $10,000 made under the SBIR program and to concerns other than small business concerns.
Directs the SBA to issue policy directives for the conduct of the SBIR programs.
Requires the Director of the Office of Science and Technology Policy to independently monitor, and report at least annually to the congressional Committees on Small Business on, SBIR programs.
