Territorial Food and Nutrition Grant Act

Territorial Food and Nutrition Grant Act - Authorizes appropriations to the Secretary of Agriculture to make payments to American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the Virgin Islands for food and nutrition assistance programs.

Requires each jurisdiction to have a plan for the provision of such assistance in order to receive the payments. Sets forth the information that must be contained in such plans. Provides for approval or rejection of such plans. Requires the Federal Comptroller of each jurisdiction to provide for a biennial audit of the programs. Requires each jurisdiction to provide the Secretary with a statement indicating whether the payments exceeded the program expenses and providing any other information that the Secretary needs.

Authorizes the Secretary to seek injunctive relief if the Secretary determines that the requirements of a plan were not met.

Directs the Secretary to provide for the review of the food and nutrition assistance programs. Authorizes the Secretary to provide technical assistance for program administration.

Sets forth fines and prison terms for the illegal use of funds or property provided by this Act. Provides for nondiscrimination in the use of funds provided by this Act.
