Authorizes the Legislature of American Samoa to call a constitutional convention to draft a constitution for the local self-government of American Samoa.
Requires such constitution to: (1) recognize U.S. sovereignty over American Samoa; (2) provide for a republican form of government consisting of three branches; and (3) contain a bill of rights.
Requires members of the convention to be qualified electors of an American Samoan district.
Requires the convention to submit the draft constitution to the Governor of American Samoa who shall submit it to the President. Provides for consideration and approval of the draft by Congress.
