Amends the Tariff Schedules of the United States to impose a ten cent per pound duty on the copper content in copper bearing ores and materials and on imports of copper, its alloys, and their basic shapes and forms.
Denies the President authority to reduce the duty on copper.
Amends the Trade Act of 1974 to prohibit the President from designating certain copper articles as eligible for duty-free treatment under the generalized system of preferences.
