Prohibits the export of unprocessed timber harvested from specified Federal lands.
Directs the Secretary of Agriculture to: (1) review possible actions to reduce the average annual volume of exported unprocessed timber; and (2) limit or eliminate the substitution for export of unprocessed timber harvested from Federal lands for such timber harvested from private lands. Requires a final report of such review to be made available to the appropriate Congressional committees.
