A bill to amend title 5, United States Code, to provide that 3 extra points be awarded on the civil service examination to individuals demonstrating foreign language proficiency.

Entitles an individual who passes the civil service examination and who demonstrates native-level proficiency in a foreign language to three additional rating points on the exam.

Directs the Office of Personnel Management to prescribe regulations for examinations for testing foreign language proficiency.
