A bill to prohibit the collection of recreational boat user fees by the United States Coast Guard.

Prohibits the Coast Guard from using funds authorized for any fiscal year after FY 1982 to collect fees for services provided for recreational boating activities, other than such fees imposed before January 1, 1982.
