Amends the Federal-State Extended Unemployment Compensation Act of 1970 to redefine the "rate of insured unemployment," for purposes of determining extended unemployment benefit periods, as the percent obtained by dividing the average weekly number of individuals filing claims for compensation including regular, extended, and sharable regular compensation (currently limited to regular compensation) by the average monthly covered employment for the specified period.
