Amends the Federal Water Pollution Control Act to prohibit the disposal of dredged material in Long Island Sound.
Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to repeal the provisions of such Act controlling the dumping of dredged material in Long Island Sound.
Establishes the Long Island Sound Dredged Material Commission to study the impacts of and alternatives to disposal of dredged material in Long Island Sound.
Requires the Commission to submit a report of its findings and recommendations to Congress, the Secretary of the Army, and the Administrator of the Environmental Protection Agency not later than one year after the appointment of Commission members.
Terminates the Commission on the date of the submission of such report.
Authorizes appropriations.
