Milk Marketing Improvement Act of 1982 - Amends the Agricultural Act of 1949 to reduce milk price supports from 75 to 70 percent of parity. Provides for annual adjustments.
Establishes in the Department of Agriculture a National Dairy Board with the authority to institute a program of supply management through support level reductions and assessments for overproduction. Provides penalties for nonpayment of such assessments (with judicial review in U.S. district courts). Sets forth membership and operating provisions of the Board.
Provides for individual producer marketing bases based on the previous three years' production.
Directs the Secretary of Agriculture to appoint State Dairy Commissions, which shall assign bases to new producers and adjust certain existing ones. Sets forth membership and operating provisions of such Commissions.
Establishes in the Treasury a Milk Marketing Stabilization Fund.
