Amends the Inspector General Act of 1978 to establish an Office of Inspector General in the Department of Defense.
Requires the Inspectors General of the Army, Navy, and Air Force to submit semiannual activities reports on their activities to the Inspector General of the Department. Designates such Inspector General as chairman of the Defense Investigative Review Council.
Permits the Inspector General to use part of the Army or Air Force to carry out such Act.
Transfers to the Office of Inspector General the audit and investigative functions of specified offices of the Department.
