Amends the Higher Education Act of 1965 to prohibit prisoners from being eligible for basic educational opportunity grants ("Pell grants").
Establishes a system of grants to States for programs of postsecondary education for prisoners. Directs the Secretary of Education to reserve up to $6,000,000 of any amount appropriated for the Pell grant program to provide assistance to State prisoner education programs.
