A bill to amend the Internal Revenue Code of 1954 for the purpose of recovering Federal costs incurred in providing services, facilities and financial assistance to railroads, and to provide a new source of funding for the Railroad Retirement Fund.
Railroad Cost Recovery and Retirement Fund Act of 1982 - Title I: Tax on Fuel Used In Freight Transportation by Railroad - Imposes a tax on any liquid used as a fuel during any calendar quarter in the transportation of freight by railroad. Increases the rate of such tax by specified increments through fiscal year 1985. Earmarks the proceeds of such tax for use in financing any deficit which would otherwise occur in the Railroad Retirement Fund.
Title II: Study of Aids to Railroads - Requires the Secretary of Transportation and the Secretary of the Treasury to undertake a study to identify and quantify all forms of Federal financial aid or assistance to railroads engaged in the transportation of freight.
Authorizes appropriations.
