A bill to amend title 38, United States Code, to require that persons enrolled in a course of instruction under chapter 34 or 35 of that title certify or show on a monthly basis that they are currently enrolled and are making satisfactory progress in their programs of study.

Prohibits the payment of educational assistance allowances for any month to an eligible veteran, survivor, or dependent unless such person certifies his actual attendance at an educational institution where he is enrolled in a program of education.

Eliminates advance payments of educational assistance and subsistence allowances.
