Title V: Removes the residency requirements for persons seeking citizenship after serving in the U.S. Armed Forces.
Title VI: Establishes the President's Commission on United States-Mexico Immigration Policy to conduct studies and to make recommendations on immigration between Mexico and the United States and its effects on American domestic and international affairs.
