A bill to provide States and local governments administering the title XX Social services program, the low-income energy assistance program, and the aid to families with dependent children program with adequate funding and program flexibility to accomplish the objectives of these programs.
Public Assistance Amendments of 1982 - Title I: Social Services Block Grant Program - Amends title XX (Block Grants to States for Social Services) of the Social Security Act to increase the annual amounts available for allotments to States.
Title II: Low-Income Home Energy Assistance Program - Amends the Low-Income Home Energy Assistance Act of 1981 to increase the annual authorization of appropriations.
Title III: Aid to Families with Dependent Children Program - Amends part A (Aid to Families with Dependent Children) of title IV of the Social Security Act to make revisions in the treatment of earnings with respect to determining AFDC eligibility based on income, including repealing the gross income limitation. (Currently the limitation excludes from AFDC any family with a total income above 150 percent of a State's standard of need.)
