Establishes the Office of Spanish-Speaking Affairs in the Executive Office of the President. Establishes a Director of such Office to: (1) advise Federal agencies on the establishment and administration of programs and policies for providing assistance regarding the special problems and needs of Spanish-surnamed and Spanish-speaking Americans; (2) advise such Americans on obtaining available assistance; (3) establish a Spanish-speaking information clearinghouse; and (4) appraise the effectiveness of the Government in providing equal opportunities to such Americans. Permits the Director, with Congressional approval, to appoint advisory task forces.
Creates a Coordinating Council on Spanish-Speaking Affairs to coordinate the actions of Federal agencies responsible for implementing policies and legislation affecting Spanish-speaking Americans.
Requires that the Office and the Council submit annual reports on their activities to the President and Congress.
Authorizes appropriations. Prohibits the use of such appropriations for political activities. Prescribes a termination date for this Act.
