Requires the Secretary of Housing and Urban Development to determine that a multifamily housing facility for the elderly is equipped with an emergency generator or other emergency power equipment, which is adequate to furnish electrical power for essential utilities in the event of power failure, before extending mortgage insurance, grants, loans or other assistance for such a facility.
Authorizes the Secretary to make loans and to insure loans made by financial institutions to the owners or sponsors of multifamily housing facilities for the elderly to pay the full cost of providing such equipment.
Authorizes appropriations.
