Establishes a Commission on Federal Laws to survey the Federal laws and recommend to Congress: (1) which laws that apply to Guam, the Virgin Islands, and American Samoa should be made inapplicable to them and which should continue to apply; and (2) which laws that do not apply to such territories should be made applicable to them.
Sets forth the composition of the Commission. Requires the Commission to transmit its final report to the President and to Congress not later than April 1, 1983. Authorizes appropriations. Terminates the Commission 15 days after submission of its final report.
