Amends the Arms Export Control Act to prohibit the Government, without express congressional approval, from: (1) entering agreements for the coproduction or licensed production outside the United States of defense articles of U. S. origin; (2) approving commercial technical assistance or manufacturing licensing agreements involving the manufacture outside the United States of such articles; and (3) selling, licensing, or otherwise approving for export any technical data for use under any other agreement in the manufacture outside the United States of such articles.
States that this Act does not apply during a war declared by Congress. Makes this Act applicable to certain agreements executed on or after January 1, 1982.
