A bill to provide that United States citizenship shall be an eligibility requirement for any benefits wholly funded or administered by the Federal Government, and to terminate any Federal assistance toward any program of benefits in which such assistance is used to provide benefits to noncitizens.

Requires individuals to be U.S. citizens in order to be eligible for benefits wholly funded by the Government. Terminates Federal aid to public or private programs that provide benefits to noncitizens. States that this Act shall not apply to the eligibility of noncitizens for: (1) disability, retirement, and survivors' insurance; (2) disability and workers' compensation; and (3) veterans' benefits.
