Requires individuals to be U.S. citizens in order to be eligible for benefits wholly funded by the Government. Terminates Federal aid to public or private programs that provide benefits to noncitizens. States that this Act shall not apply to the eligibility of noncitizens for: (1) disability, retirement, and survivors' insurance; (2) disability and workers' compensation; and (3) veterans' benefits.
