Amends the Internal Revenue Code to repeal the provision allowing an income tax deduction without substantiation for living expenses of Members of Congress.
Requests the House Ways and Means Committee and the Senate Finance Committee to hold hearings on the provision repealed by this Act and to report legislation regarding expenses incurred in the performance of a Member's official duties.
Sets forth procedural guidelines for the enactment of legislation dealing with tax benefits for Members of Congress.
Declares that it is congressional policy to act upon legislation affecting the remuneration of Members as separate and independent pieces of legislation.
