Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act. Prohibits the payment of such benefits for the months of May, June, July, and August, beginning with benefits payable for May 1982 in the case of an individual who was a full-time student at a postsecondary educational institution before January 1982 or for May 1983 in the case of any other qualified individual. Prohibits the payment of such benefits for August 1982 to a qualified individual who initially becomes a full-time student in September 1982.
