Amends the Federal Food, Drug, and Cosmetic Act to exclude basic or traditional foods from the definition of food additives.
Authorizes the Secretary of Health and Human Services to prescribe regulations to permit the continued use of certain food substances for a specified period upon finding that such continued use will not be harmful to public health. Sets forth factors for consideration by the Secretary in determining the continued use of such substances.
Revises determination factors for the Secretary in issuing regulations with respect to the use of food additives, including the risks of cancer associated with such additives.
Directs the Secretary to request the National Academy of Sciences, the Federation of American Societies for Experimental Biology, or another independent entity having scientific expertise to establish a committee to study and report on the safety of food substances. Directs the Secretary to establish such committee if the scientific entities decline.
