Requires the Secretary of the Army, through the Chief of Engineers, to include in certain public works project contracts a provision requiring that not less than 40 percent of those employed under such a contract (or subcontract) shall be residents of that high unemployment labor market area.
Permits the Secretary to waive such requirement to the extent that sufficient labor is not available in such labor market area.
