Nonstructural Water Resources Development Act of 1981 - Amends the Water Resources Development Act of 1974 to revise flood protection project planning to grant equal consideration to structural and nonstructural water resources alternatives.
Directs the Secretary of the Army, through the Chief of Engineers, to report annually to Congress on specified water resources projects.
