A bill to amend title 18, United States Code, to establish criminal penalties applicable to United States citizens who are employed in a military or intelligence capacity by certain foreign governments or international terrorist groups, to be named by the President, and for other purposes.
Anti-Terrorism and Foreign Mercenary Act - Amends the Federal criminal code to authorize the President to issue a proclamation naming any foreign government, faction within a foreign country or international terrorist group with respect to which the employment or commercial involvement of U. S. citizens would be detrimental to the national security.
Establishes criminal penalties for U. S. citizens who provide assistance to any foreign government, faction, or international terrorist group which is named in a Presidential proclamation.
