Amends the Tariff Schedules of the United States to declare that the records of a business, engineering, or exploration operation conducted outside the United States are not subject to duty.
Amends the Tariff Act of 1930 to prohibit a nominal consignee who is not licensed as a customhouse broker from transacting customs business for another person or from entering merchandise in his or her name.
