Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for economic relief and rehabilitation to: (1) Northern Ireland if the Government of Great Britain declares its intention to withdraw from Northern Ireland; and (2) the Republic of Ireland if such declaration includes a declaration that the British Government intends to promote the reunification of Northern Ireland with the Republic of Ireland. Authorizes appropriations for such assistance.
Requires such assistance to be administered by the Administrator of the Agency for International Development, in consultation with an advisory board appointed by the President after consultation with Congress.
Permits the obligation of funds for such assistance only if Congress does not adopt a concurrent resolution disapproving the proposed use of the funds.
